Can AI agents automate A-ordningen?

A-ordningen is automatable as Skatteetaten's a-melding reporting APIs for payroll and income submissions, not as Altinn, Dialogporten, Maskinporten, or Folkeregisteret. The opened OpenAPI 0.1.2 for Innrapportering A-melding API documents POST /v1/innsending/{periode}/{opplysningspliktig} on https://innrapporteringamelding.api.skatteetaten.no with Maskinporten bearer JWT scope skatteetaten:innrapporteringamelding. The REST body limit is 10 000 000 bytes including headers. Larger submissions use the file-upload API, whose opened OpenAPI 0.1.2 documents POST /opplastinger, GET and DELETE /opplastinger/{id}, and PUT /innsending on the test host; Skatteetaten's GitHub docs mark that API as also available in production. Feedback is retrieved through a separate tilbakemelding API after listening for Dialogporten events. Access needs Maskinporten, an Altinn system user, Systemregisteret, and Skatteetaten scope grants plus an a-ordning access package or the ske-innrapportering-amelding right. The October 2025 testing notice said production by 1 April 2026. The opened 16 January 2026 status page kept 1 April as the vendor target and set a hard cut-over of 1 June 2026, with Altinn II usable until 31 May 2026. The 11 August 2026 SBS notice still discusses the Altinn 3.0 transition. Vendor documentation does not settle first-party MCP ownership. Computer-use viability is unassessed.
