Oracle Health Millennium Platform has a broad standards-based clinical API surface, but every automation must be qualified against a specific customer domain and clinical safety boundary. Oracle publishes FHIR R4 REST endpoints across patients, encounters, appointments, allergies, conditions, observations, medications, procedures, diagnostics, documents, care plans, coverage, schedules, communications, questionnaires, provenance, and other resources. Supported operations differ per resource and scope; selected endpoints create or update data as well as read it. Separate Oracle Health EHR REST namespaces expose additional allergy, complaint, condition, location, terminology, personnel, recipient, and messaging operations. SMART App Launch 1.0 and 2.0 support user and EHR launch context, while SMART Backend Services supports nonperson system actors through OAuth 2.0 and narrowly granted scopes. The asynchronous Bulk Data API exports selected group or patient resources as NDJSON, with a maximum of 20,000 patients per request, time-limited files, explicit cleanup, and load-impact guidance. Oracle supplies public endpoint lists, an open sandbox, application registration, marketplace and validation processes. DSTU2 is unsupported, so new work must target R4. Tenant enablement, customer approval, contractual access, resource-level scope, data minimization, audit, privacy, and clinical validation are material gates. No official general client SDK, product-specific first-party MCP, general CLI, verified low-code connector, repeatable RPA result, or computer-use safety result was established.
